Description
The Proposal Manager (PM) is responsible for managing and overseeing the details of the project. The PM is the primary point of contact for the entire proposal team including client leadership. The PM establishes the direction and cadence of project activities and is involved in coordination of day-to-day activities.You’ll bring structure and calm to an often chaotic and stressful environment.
We are seeking a highly organized, strategic, and deadline-driven Proposal Manager to support our growing pipeline of proposal and bid opportunities. This is a contract-based, 1099 position ideal for someone with deep experience managing complex proposal processes from start to finish in the healthcare industry.

Requirements
Responsibilities:
- Analyze and understand RFPs/RFIs/RFQs and create compliance matrices, proposal project plans, and proposal timelines
- Lead the full proposal lifecycle, including RFP analysis, content planning, coordination with subject matter experts, compliance checks
- Collaborate with writers, graphic designers, desktop publishers, copy editors, and mock evaluators, assigning tasks and responsibilities to all
- Oversee and guide the project team participants to ensure the quality of our deliverables
- Develop and manage proposal schedules and deadlines
- Coordinate input from client stakeholders, subcontractors, and SMEs
- Manage multiple concurrent proposals and shifting priorities with confidence
- Ensure submission compliance and timely delivery of final documents
- Conduct post-submission reviews and lessons-learned documentation
Minimum Qualifications:
Candidates must meet the minimum qualifications as outlined below:
- At least ten years of recent experience as a healthcare proposal manager or similar role is required.
- Recent experience on complex, state procurement and/or Medicaid proposals is highly desirable.
- Proven ability to comprehend and translate complex information.
- Proven ability to lead and manage proposal teams.
- Proven ability to communicate effectively with executives, SMEs, and other team members.
- Must be meticulous and calm under pressure.
- Bachelor’s degree in sales, business administration, project management or equivalent experience required.
- Must be an active APMP member and APMP certified or in the pursuit of certification.
